Hungary made numerous commitments promoting open governance, public participation and integrity in public administration. These commitments were incorporated in an Action Plan, which was adopted by the Government of Hungary in governmental decision (Government Decision 1080/2013 (25 February)) after more than a year of drafting and public consultation.

The Government of Hungary aims to create a transparent, open and accountable public administration, which manages public assets with responsibility. Since the active involvement of civil stakeholders is essential for effective and good governance, the Ministry of Public Administration and Justice, in charge for the drafting and implementation of the OGP commitments, encouraged the active participation of civil stakeholders both in the development of the Hungarian commitments and in its implementation.

The peculiarity of the Hungarian commitments is that they are a part of a comprehensive anti-corruption program launched in 2012 entitled Corruption Prevention Program in Public Administration. This puts the commitments into a broad strategic framework, ensuring the necessary financial and organizational background for the implementation and the harmony of the other measures adopted. Many of the commitments made were recommended by civil organizations.
